The FY2024 Pilot Program for Transit-Oriented Development (TOD) Planning is a discretionary grant opportunity from the U.S. Department of Transportation's Federal Transit Administration (FTA) that funds local planning efforts tied to major transit investments. Eligible planning activities must be comprehensive or site-specific and, by statute, must examine a set of TOD-related outcomes around stations and along the corridor. That includes strategies to boost economic development and transit ridership; improve multimodal connectivity and overall accessibility; strengthen pedestrian and bicycle access to transit; engage the private sector in implementation; identify infrastructure needs that support TOD; and enable mixed-use development near transit stations. In practice, proposals are expected to show how planning will translate the transit investment into real, on-the-ground station area and corridor changes that make transit easier to reach and more useful for everyday trips.

Eligibility is limited in a few key ways. Applicants must already be existing FTA grantees as of the NOFO publication date, and eligible applicant types include state governments, counties, cities or townships, and other entities that meet the program requirements. The applicant must either (1) be the sponsor of the eligible transit capital project, or (2) be an entity with land use planning authority within the corridor of that eligible transit project. If those roles are split between different organizations, the application must include evidence of a partnership between the transit project sponsor and the land use planning authority, unless the applicant legitimately holds both responsibilities.

FTA also requires clear corridor-level coordination: only one application may be submitted per transit capital project corridor. If multiple applications come in for the same corridor, FTA treats that as a sign that required partnerships and coordination are not in place and will reject all the applications for that corridor. This makes early alignment among local governments, planning agencies, and the transit sponsor a basic threshold issue, not just a competitive advantage.
