The proposal narrative is expected to follow a clear structure: a problem statement explaining the main issue being addressed; SMART objectives that directly respond to that problem; a strategy describing the overall approach; a description of major activities; a sustainability plan explaining how benefits will continue after the grant ends; an implementation plan with sequencing and time frames; and an institutional capacity statement demonstrating the organization’s qualifications and likelihood of successful delivery. Applicants are also expected to include a monitoring and evaluation approach with specific, measurable, and achievable indicators.
Selection is conducted by a committee at the U.S. Embassy in Brasilia, using criteria that emphasize practical, one-time investments; organizational capacity and relevant experience working with vulnerable groups and development-oriented programming; impact, including reach and attention to especially vulnerable refugee groups such as children, LGBTI individuals, and trafficking victims; cost realism and value for money; and the strength of the monitoring and evaluation plan. After the Embassy review, successful applicants are forwarded for final review in Washington. Final awardees must comply with programmatic and financial reporting requirements defined in the award agreement.
