Awards are issued as grants under a discretionary funding program (CFDA 19.022). The Embassy anticipates making about three awards, with an award ceiling of $35,000 per project. Cost sharing is allowed but not required, meaning applicants do not need to contribute matching funds to be competitive. The competition was posted November 29, 2022, with an original closing date of February 15, 2023.

A key requirement is that proposals must be developed and managed by a team of at least two U.S. exchange alumni. Each application must include clear team details: names and contact information, the role each person will play, their qualifications to carry out that role, and the estimated proportion of each member’s time devoted to the project. If the grant is processed with an organization (for example, if a partner organization will be the legal recipient), that organization must have a UEI and an active registration in SAM.gov. Organizations also must commit to equal opportunity employment practices and non-discrimination for beneficiaries, regardless of race, religion, ethnicity, gender, sexual orientation, or political affiliation.

The application package is standardized and must be submitted using official AEIF 2023 templates and required federal forms. Submissions must be in English, budgets must be presented in U.S. dollars using the designated AEIF budget form, and pages must be numbered. Required components include the AEIF Application Form and AEIF Budget Form, plus federal assistance forms: SF-424 (or SF-424-I for individuals), SF-424A, and SF-424B. Beyond forms, the narrative content must cover a short proposal summary, a well-supported problem statement, clearly defined goals and specific measurable objectives, and a detailed explanation of methods, project design, and timeline. Applicants are expected to describe who benefits (directly and indirectly), where and when activities occur, and how the work could continue beyond the grant period or be sustained through other resources. If workshops or trainings are planned, applicants can strengthen the proposal by attaching draft agendas or training materials.

Partnerships and visibility also matter in this competition. If local partners will support implementation, they should be listed and their contributions explained. Applicants must include a communication plan that lays out how the project will be promoted and how it will reach beneficiaries and the broader public, using channels like social media, websites, print, or other media. Importantly, project communications should incorporate AEIF 2023, Exchange Alumni, and U.S. Embassy branding, which signals that public outreach and attribution are expected parts of implementation rather than an afterthought.

Monitoring and evaluation is treated as a required, substantive section rather than a simple add-on. Proposals must explain how activities will advance the project’s goals and how impact will be measured, including outcomes such as changes in knowledge, awareness, or attitudes; improved service quality; or increased capacity in a school, organization, or community group. A strong proposal, based on these requirements, would describe what data will be collected, when it will be collected, and how the team will determine whether the project actually made progress toward the objectives.

The budget must be detailed down to the line-item level and accompanied by a thorough budget justification narrative using the provided template. Final awards and grant agreements are handled in U.S. dollars. The opportunity also includes firm restrictions that can make an application automatically ineligible if violated. AEIF 2023 will not fund airfare to or from the United States, or any activities taking place in the United States or its territories. It also excludes staff salaries, office space, and overhead or general operating expenses, as well as large durable equipment purchases or construction. Other prohibited costs and activities include alcohol and excessive meals or entertainment, academic or scientific research, charitable or development work, direct provision of social services, individual scholarships, social travel, gifts or prizes, duplicating existing programs, institutional development for an organization, for-profit ventures or charging participation fees, support for specific religious activities, fundraising campaigns, and any partisan political activity or lobbying for specific legislation.
