Opportunity Information: Apply for PASAUS NOFO FY19 01

The U.S. Embassy in Canberra, through its Public Affairs Section (PAS) at the U.S. Department of State, is offering funding under its Public Diplomacy Small Grants Program through an Annual Program Statement. The opportunity is designed to support public diplomacy projects that build support for, and deepen understanding of, the long-standing U.S.-Australia partnership, with a particular focus on shared interests tied to a free and open Indo-Pacific. This announcement lays out the Embassy's funding priorities and strategic themes, along with the general procedures applicants must follow when submitting a request for support.

A core requirement is that every proposed project must include a clear "American element." In practical terms, that means the activity needs a meaningful connection to the United States, such as the involvement of U.S. experts, U.S.-based organizations or institutions, or substantive content that increases participants' understanding of the United States or provides direct experience with U.S. perspectives, practices, or collaboration. Projects are expected to be aligned with public diplomacy objectives rather than purely commercial goals.

The Embassy identifies several priority program areas. First, it seeks proposals that advance U.S.-Australian cooperation in support of a free and open Indo-Pacific, especially efforts connected to regional security, regional economic trade and investment, and governance. Second, it places special emphasis on projects highlighting U.S.-Australian cooperation in space exploration, noting the significance of July 20, 2019 as the 50th anniversary of the first moon landing and encouraging programming that connects that milestone to ongoing bilateral cooperation in space. Third, PAS Canberra is looking for initiatives that promote public understanding in Australia of the U.S.-Australia economic relationship, including education about economic opportunities in the United States for Australians. Fourth, it welcomes proposals that engage young Australians specifically, using U.S. culture and community-focused programming as a way to strengthen awareness of and connection to the bilateral partnership.

Eligibility is limited to non-commercial applicants. Registered not-for-profit organizations, including think tanks and civil society or non-governmental organizations with relevant programming experience, are eligible, as are individuals, non-profit or governmental educational institutions, and governmental institutions. For-profit or commercial entities are explicitly not eligible to apply. The award instrument is a grant, the opportunity is categorized as discretionary, and it is listed under CFDA number 19.040. The maximum award amount (award ceiling) is USD 25,000. The funding opportunity number is PASAUS NOFO FY19 01, the opportunity was created on February 4, 2019, and the original closing date was September 1, 2019. Applicants are directed to consult the full Notice of Funding Opportunity in the referenced "Related Documents" section for complete requirements, formatting, and submission instructions.
