This is not a full proposal and is meant to quickly and clearly communicate a program idea, its objectives, and how it aligns with Embassy priorities. After an initial merit review of eligible SOIs, selected applicants will be invited to develop and submit a full proposal package. Those full proposals then go through a second merit review, and only after that does the Embassy make final funding decisions. This staged approach helps applicants avoid investing major effort into full applications before the Embassy confirms that the concept is a strong fit.
Program ideas are expected to align with the Embassy's priority areas, which broadly fall into three themes: inclusive prosperity, democratic governance and human rights, and media literacy and responsible information use. Under inclusive prosperity, the program is especially interested in practical activities that expand opportunity for all Chadians, with emphasis on women and other marginalized groups. Examples include trainings and workshops focused on women's and girls' education and empowerment, entrepreneurship programs for underrepresented audiences (including women, minorities, people with disabilities, and residents of smaller cities and rural areas), and leadership development initiatives that help women and marginalized populations advance into senior roles across government, business, civil society, and academia. This theme also includes anti-corruption education and initiatives that promote accountability, transparency, and a stronger investment climate, as well as targeted mentoring and training programs for women entrepreneurs and entrepreneurs from underserved communities. Projects that promote English language learning and strengthen the skills of English language teachers are also included as a prosperity-supporting priority.
Under democratic governance and human rights, the Embassy is looking for programs that reinforce democratic institutions and processes, accountable governance, and respect for human rights. Priority topics include the protection of vulnerable groups such as women, refugees, displaced persons, and people with disabilities. The Embassy also welcomes programs for teachers and students that develop engaging activities to combat violence and promote tolerance, as well as initiatives that empower women and girls and directly address harmful practices and abuse, including Female Genital Mutilation (FGM) and Gender-Based Violence (GBV). Additional focus areas include strengthening religious freedom and supporting interfaith dialogue, tolerance, and peaceful coexistence, along with programs that increase public understanding of and participation in electoral and governance processes. For the information environment, the Embassy is interested in workshops, seminars, and trainings for journalists, including investigative journalism, election coverage, reporting on human rights abuses, and countering disinformation and fake news.
The third theme focuses specifically on media literacy and responsible internet use. This includes educational and community-based programs that teach media literacy and fact-checking skills, as well as campaigns and activities that encourage responsible social media use and build awareness of disinformation, propaganda techniques, and bias. In practice, competitive concepts in this area tend to combine skills-building with local relevance, for example by working with youth groups, educators, community leaders, or journalists, while still tying in a credible American element such as U.S. expertise, exchange alumni, or American models and resources adapted for the Chadian context.
Eligibility is broad. The Public Diplomacy Section encourages applications from U.S. and Chadian registered not-for-profit organizations (including think tanks and NGOs with relevant programming experience), individuals, educational institutions, and governmental institutions.
